Federal agents who went to Robb Elementary College in Uvalde, Texas, on Tuesday to confront a gunman who killed 19 kids were advised by local police to attend and not enter the varsity — and then determined after about half an hour to ignore that preliminary steering and discover the shooter, say two senior federal legislation enforcement officials.
